Starting from 15 October 2020, as per ENAC guideline, the following two new standard scenarios for VLOS missions are valid

o   IT-STS-01

o   IT-STS-02

These scenarios replace the previous S01-S07 according to the correspondence in the table, given the substantial operational similarity of certain groups of existing standard scenarios with the new ones. In particular:

Inside the scenarios' description the following constraints can be found:

⦁ Vehicle employed and technical prescriptions
⦁ Operational limitations for conducting operations
⦁ Pilot requirements

In general, VLOS operations according to the published standard scenarios can be conducted:

⦁ at a maximum height of 120 meters AGL (400ft). If the flight is performed within a distance of 50 m from an artificial obstacle higher than 105 m, the maximum height of the operations can be increased up to 15 m above the height of the obstacle. The maximum height of the operating volume must not exceed the maximum height of the two cases mentioned (without and with obstacle) by 30 m.
⦁ in the airspace as per procedures established by ATM-09. The permitted areas are shown on the map of the D-Flight portal, accessible to all Registered Users. Please note that it is the operator's responsibility to verify the existence of any flight restrictions for the areas affected by the operations.

Furthermore, the operations must be carried out:

⦁ in accordance with the provisions of the operations manual and the relevant instructions for use of the manufacturer,
⦁ as a pilot with the appropriate qualifications,
⦁ in accordance with the rules of circulation and use of airspace.

The (professional) use of RPAS within these limits and in accordance with the respective requirements is still considered a "critical operation". Please refer to Article 10 of ENAC Regulation (IT), apart for the exceptions in some paragraphs that apply to operations compliant with critical scenarios. Among these, the operator's obligation to carry out a risk analysis (paragraph 3) and to request authorization from ENAC is absent. A declaration is enough to certify the competences to fulfill the obligations of the Regulation, and it should be presented as written in art. 9 of the Regulation itself.
Furthermore, please refer to Article 25 of ENAC Regulation (IT), which provides that the UA in case of interaction with other traffic must be brought immediately to the ground or to a safety height that does not interfere with other traffic.

PDRA BVLOS

Starting from 15 November 2020, as per ENAC guideline, the following Pre-Defined Risk Assessments for BVLOS missions are valid:

⦁ IT-PDRA-01: BVLOS flight close to obstacles over non-populated area
⦁ IT-PDRA-02: BVLOS flight with NOTAM over non-populated area
⦁ IT-PDRA-03: BVLOS flight with Visual Observers over non-populated area
⦁ IT-PDRA-04: BVLOS flight close to obstacles over controlled ground area in Urban environment
⦁ IT-PDRA-05: BVLOS flight with NOTAM over controlled ground area in Urban environment
⦁ IT-PDRA-06: BVLOS flight with Visual Observers over controlled ground area in Urban environment
⦁ • IT-PDRA-07: BVLOS flight close to obstacles over Urban area
⦁ • IT-PDRA-08: BVLOS flight with NOTAM over Urban area
⦁ • IT-PDRA-09: BVLOS flight with Visual Observers over Urban area

Within the Guidelines and related annexes, all the PDRAs specific alleys are reported, regarding:

⦁ Vehicle employed and technical prescriptions
⦁ Characteristics of the airspace
⦁ Operational limitations for conducting operations
⦁ Pilot requirements
⦁ Use of the visual observer

The (professional) use of RPAS within these limits and in accordance with the respective requirements is still considered a "critical operation". Please refer to Article 10 of ENAC Regulation (IT), with the exception of some paragraphs applying to transactions compliant with critical scenarios. These include the operator's obligation to carry out a risk analysis (paragraph 3).
Furthermore, please refer to Article 25 of ENAC Regulation (IT), which provides that the UA in case of interaction with other traffic must be brought immediately to the ground or to a safety height that does not interfere with other traffic.

Users are reminded that for all BVLOS PDRA operations it is mandatory to fill in the UAS operation plan of the specific work session on the D-Flight portal:

⦁ The operations plan must be entered and confirmed on D-Flight starting from 4 days before the day of operations and no later than 24 hours before the flight itself.
⦁ The operations plan must be updated in case of changes and cancellations. The changes must respect the same conditions of insertion.
⦁ Time slots for operations longer than 4 hours cannot be defined.

After insertion, it is necessary to verify on the d-flight portal the absence of overlap with other BVLOS operations before proceeding with execution. (Detailed instructions at this link )
